Overview of the Public Mental Health System (PMHS)
The PMHS is jointly coordinated and administered by the Mental Hygiene Administration (MHA), Core Service Agencies (CSA's) and APS Healthcare (the Contracted Administrative Service Organization).
MHA has oversight authority of the PMHS, which includes policy development, State-wide planning, resource allocation, and continuous quality improvement responsibilities.
APS Healthcare (APS), also known as MAPS-MD, is the administrative service organization for the PMHS providing support to MHA and CSA's by determining consumer eligibility, issuing authorizations for services, conducting utilization review of services, collecting data and submitting reports and processing billing claims and remitting payments to providers.
CSA's are local mental health authorities responsible for planning, managing and monitoring public mental health services at the local level. Functions include planning, developing and managing a full range of treatment and rehabilitation services for individuals with serious mental illness in their jurisdiction as stipulated by the Health General Article 10-10-1203, Annotated Code of Maryland.

Network of Care is a highly interactive, single information place where consumers, community-based organizations and municipal government workers all can go to easily access a wide variety of important information. The resources in this "virtual community" include a fast, comprehensive Service Directory; links to pertinent Web sites from across the nation; a comprehensive, easy-to-use Library; a political advocacy tool; community message boards; and many others.
National Alliance on Mental Illness
NAMI (the National Alliance on Mental Illness) is the nation’s largest grassroots mental health organization dedicated to improving the lives of persons living with serious mental illness and their families. Founded in 1979, NAMI has become the nation’s voice on mental illness, a national organization including NAMI organizations in every state and in over 1100 local communities across the country who join together to meet the NAMI mission through advocacy, research, support, and education.
MAPS-MD
MAPS-MD assists the Mental Hygiene Administration and the Core Service Agencies with administering the Public Mental Health System (PMHS) while maintaining the highest standard of quality and professionalism. We facilitate a system where consumers, family members, and providers are educated in the managed care philosophy and instilled with principles committed to delivering effective and quality mental health services to all who qualify under the PMHS. Our commitment to provide efficient customer service to all levels of the organization is the foundation upon which MAPS-MD operates.
